According to data, in terms of pollution types, the proportion of air pollution reports in October ranked first, accounting for 57.4%. Among the reports of air pollution, the reports reflecting odor and peculiar smell pollution are the most common, accounting for 43% of the reports related to air pollution. The sludge production is high, but the current harmless disposal rate is only about 50%, and there is a great demand.

The demand for sludge disposal is growing strongly
According to information released by the Ministry of Housing and Urban Rural Development, in 2016, the treatment capacity of urban sewage treatment plants was 149.1 million cubic meters per day, with a sewage treatment rate of 93.44%. As of the end of December 2017, a total of 2372 sewage treatment plants have been built and operated in cities across the country, with a sewage treatment capacity of 151 million cubic meters per day.
If factors such as regional planning and pollutant classification are not considered, the scale of urban sewage treatment is close to saturation.
According to the data released by the National Bureau of Statistics, as of 2016, there has been no significant fluctuation in the total amount of wastewater discharge over the past three years. From 2015 to 2016, the total amount of wastewater discharge decreased by 3.3%, and it is estimated that there will not be a significant increase in wastewater discharge in the future. Generally speaking, there is a certain proportional relationship between the amount of sewage and the amount of sludge, and the proportionality coefficient does not change significantly. If the scale of sewage treatment is close to saturation and the growth rate of sludge disposal remains high, it actually reflects the current large gap in sludge disposal, and the subsequent demand growth will be relatively strong.

Within three years, the market size for harmless disposal of sludge will double
According to the "13th Five Year Plan for the Construction of National Urban Sewage Treatment and Recycling Facilities" issued by the National Development and Reform Commission and the Ministry of Housing and Urban Rural Development, by the end of 2020, the harmless disposal rate of sludge in prefecture level and above cities will reach 90%, and in other cities it will reach 75%; Strive to reach 60% in the county town; Key towns will increase by 5 percentage points, and preliminary centralized treatment and disposal of sludge in established towns will be achieved.

According to data released by the Ministry of Housing and Urban Rural Development, the cumulative amount of sludge disposed of in urban areas nationwide was 32.57 million tons in 2017. If the planned target is to be achieved, the sludge disposal volume will increase by 98% by 2020, which means the market size will double within three years.

◆ Harmless disposal of sludge is not easy
The amount of sludge generated is large, and if not properly disposed of, it can easily cause secondary pollution. According to the current National Hazardous Waste List, most industries' wastewater treatment sludge belongs to hazardous waste. If transported to a hazardous waste treatment plant for disposal according to standards, the cost is between 100-500 yuan/ton. The cost of sludge composting is around 100 yuan/ton, the cost of sludge landfill is about 200 yuan/ton, and the cost of sludge incineration is between 300 and 500 yuan/ton.
At present, the first two methods are mostly used for sludge disposal, but according to the trend of "resource utilization" in pollutant disposal, sludge incineration may become mainstream in the future. According to data released by the Ministry of Housing and Urban Rural Development, as of the end of December 2017, a total of 4119 sewage treatment plants have been built and operated in urban areas across the country, and it is expected that there will be no significant increase in the number. Based on the estimated harmless disposal volume of 64.49 million tons of sludge by 2020, on average, each sewage treatment plant needs to dispose of 15657 tons of sludge in 2020. Based on a sludge incineration disposal cost of 300 yuan/ton, the annual sludge disposal cost for each sewage treatment plant will reach 4.7 million yuan.

The cost issue can also be understood to some extent as a technical problem, and the harmless disposal of sludge still needs to overcome technical difficulties.
There are many types of sludge, and different types of sludge require different supporting equipment. Currently, there is no developed disposal facility that can handle all types of sludge, and the disposal direction needs to be further refined and classified.
